I am not sure about any +2 chr headgear, but the dress/suit are +3 and the glasses/wig are +1 I am not sure if glasses can be woven with ballistic fiber, so you may just have to accept chems into your life to inject some charmisma into the party.Blackhawk is a unique scoped .44 Magnum in Fallout 3.
